I don't know who needs to read this, but at the very least put your summary above the fold. Not on the 3rd page, not below a bunch of postmortem template boilerplate, not half way down the first page. Ideally very top of first page after a short title and header. No more than 25% down the first page. Your readers and reviewers will thank you.
